It is the Netherworld Register. But the headmaster, who is in charge of this register, spends his days drowned in booze and barely remembers the previous day... so it wouldn't be surprising if the dead were to return, owing to his carelessness.
One scholar of the institute blamed the headmaster's actions on the Dokkebi, stating they had taken their pranks too far.
