It's unknown how long the Vellonia Otter Merchants Union resided on Oquilla's Eye.

The Otter merchants will hassle and try to show off their goods to adventurers who visit Goddess' Abyss. Many say that the recent surge in number of adventurers visiting Goddess' Abyss was due to the otter merchants.
