Objective
Narava Rakum NPC Knowledge said the only way to put an end to this is by talking to Gongklad NPC Knowledge. Go to the Sausan Garrison and find Gongklad to learn more about his hidden intentions.

We attacked the remaining Sausans while you were out fighting them.
At first, we had an easy time against them thanks to you.
However, we soon found ourselves up against a swell in their numbers.
Although our initial attack did manage to strike a blow to their morale,
these skirmishes will not be enough to drive them out for good.
Perhaps the root of the problem lies with Gongklad NPC Knowledge.
I am more than confident that an adventurer such as yourself
will have no trouble finding out Gongklad's true intentions.
Speak with Gongklad and find out what you can.
