Merindora NPC Knowledge said that it's not necessary to tour the whole of Kamasylvia to grasp the situation here well enough to perform as a delegate of Calpheon, and recommended visiting the forests to the north. Go meet with Ophelia Einel, who's waiting for you at a nearby stable.

If the Light of Kamasylve cannot be restored,
The mission of the Ganelle to borrow the power of Spirits
will become an eternal shackle on them,
which will forever torture them until they all perish.
Many of the saints here are going out to the woods to find various Spirits
and borrow their strength, but there are limits to this.
We Spirits are not on anybody's side. We do not side with the Ganelle nor the Vedir.
Spirits do not lie.
You actually don't even have to look around the whole Kamasylvia
to grasp the situation here enough to perform your duties as Calpheon's delegate.
Go to Polly's Forest and forests near the Acher Guard Post to the north and you'll hear the truth.
