Objective
Sahazad Nesser NPC Knowledge, the king of Valencia, said they're investigating the cause of the fires, however they are having difficulties because these fires are breaking out simultaneously in different places. He believes that it is the result of Aal's wrath, and the only way to stop the fires is by praying to Aal. Go to the place he had prepared and pray.

That's why we're having difficulties finding the cause.
