Why the Sticky Cobwebs?

Objective
According to the Commander at the Southwestern Gateway, it was fine until they kicked out Red Orcs, but then the Spiders' cobwebs increased, which made it harder to patrol.

But who would expect that Cobwebs would take their place?
If Spiders did it, I understand.
But... the webs... alas...
Those sticky and unpleasant webs... If you get rid of the webs,
there might also be fewer Spiders around. Don't you think so?
