Objective
Rubin said there are no borders for rumors and asked you to meet someone in Velia who is waiting to hear news about the Eel Meal festival. Find and talk to that person within the given amount of time.

There's an eel eating festival I want you to look into.
Should be someone there to tell you more about it.
