The Keeper of Keys seemed to be quite drunk already. Obtain the key by giving him Kanpacho's Hard Liquor and fill up the chest with Stella's Strange Powder as Gruntie said. But most importantly, obtain the plunder journal.

※ To get the quest items, talk to Kanpacho at the Northern Wheat Plantation to obtain Kanpacho's Hard Liquor, Stella in Florin to obtain Stella's Strange Powder, and the Keeper of Keys to obtain the Golden Key. If you lose these items before the quest is complete, you can get the items again from the NPCs.
