The festival guide says Khuk of the Otters is in dire need of sand daub to build a sand castle. Go seek out the Papu Work Supervisor Dalla on the opposite side of the sand castle to obtain some [Event] Fine Sand, gather some Bottle of Sea Water x1, and bring both items to Khuk.

※ You can gather a Bottle of Sea Water with an Empty Bottle by the sea.
※ Empty Bottle can be purchased via Melnia or Lanio in the Terrmian Night Market.
※ This is a weekly quest that resets every Thursday.
