Gorgath NPC Knowledge says he feels dark energy in the Refugee Camp, and asks you to check the circumstance once again, following Orwen.

Have conversations with the refugees and find out in what condition are they in.
Ask Elionian Priests dispatched to the Refugee Camp and find out Refugee Camp incidents;

It was around the same time when the Servant of Darkness NPC Skill appeared.
I'm afraid there was a big incident at the Refugee Camp.
