You need to dilute Cheetah Dragon NPC Knowledge Fluid to make stronger spiderweb. Operate an Extractor for Illen Raige NPC Knowledge.
Talk to Illen and dilute Cheetah Dragon Blood;

Do you know about know the Cheetah Dragon NPC Knowledge Fluid? It has bad properties, like the cheetah dragon.
I've used the fluid as it was and the fluid but the thread I put it on got tangled and lost its shape.
I think I need to dilute the fluid a bit.
I'll need to use an extractor...give me a hand, will you?
