The wharf manager Sebastian of Port Epheria recently noticed something amiss in the ocean and thinks the strange events are due to Ocean Stalkers and Hekarus. Sebastian said he would give you a reward for defeating those ocean creatures. Defeat Ocean Stalkers and Hekarus then go back to Sebastian.
