Prince Bareeds III NPC Knowledge said he's seen Illezra's servant with the seal during the Three Days of Darkness and asked you to go after Maudi Budar NPC Knowledge to find out what the connection is between him and Illezra. Go after Maudi Budar.

Prince Bareeds III Dialogue
When the Three Days of Darkness swept across the lands of Mediah,
I was in the royal library with Sirare NPC Knowledge. Chaos overwhelmed us.
Sirare and I fled, trying to escape the growing flames,
but unluckily ran into a dead end.
Suddenly, Illezra's servants appeared from the hellfire.
The largest one was carrying a seal like the one currently held in your hands.
Fortunately, Sarma smashed through the window behind us,
slaying the monsters so we could make our retreat.
I will never forget that night, when I was being carried on Sarma's back
while my kingdom burned to ashes...
My mother and father hanging from the castle gates...
I- I'm sorry... I must stop.
If Maudi Budar NPC Knowledge was carrying this seal, then it's most likely
that the traitor the prophecy refers to is Maudi Budar, not Neruda Shen NPC Knowledge.
This could even mean that he's in league with Illezra!
He couldn't have gone too far. Please go after him!
