I'm certain that their goal is to resurrect Kzarka. 
But if you are right,
it seems like their preparations are not yet complete.
This is fortunate in a bleak situation like this, 
but there are still many people being victimized.
There are stronger enemies inside the shrine.
So you won't be able to stop them for now.
When you feel that you have become truly strong,
then come back at that time.
The conquering of Serendia Shrine
is a great task for the peace of all of Serendia.
