Philaberto Falasi of Port Epheria says a boatman must be highly knowledgeable about the sea. He is willing to pass on his knowledge to your boatman if you bring Golden Pearl,

[Guild] Hekaru's Spike, and

[Guild] Ocean Stalker's Skin.

※ This quest is available once a day and resets every midnight.

※ You can promote only one boatman per day.
