Mathias NPC Knowledge said that the Imperial Delivery certificate grants you right to deliver gold coins.
Although the coin looks simple, it is highly sought after in the empire and purchased only from those with the certificate.
Mathias said he'll help you out once you bring him the Golden Gilded Coin and the certificate.
