Elinke Visamin NPC Knowledge told you that the Mansha Goblins in the Western Forest are posing a threat to Calpheon. Find your way to the Boss of the Mansha Goblins and attempt to have a discussion with him.

Goblins are no trouble for you, yes?
We have some Goblins taking up residence in the western forest.
Mind you, they are more vicious than other Goblins you may have come across.
They are a smarter, more merciless bunch.
They were not particularly threatening to Calpheon,
but have recently become much more violent.
From what I remember, their Chief was someone you could reason with.
Go and meet him. As someone of your caliber, he may actually be willing to speak with you.
