Objective
Benns Morio NPC Knowledge, member of Lamute Gang, told you to transform into an Otter using the Queekity Thumpity Moon Villager Transformation Scroll.
Transform into an Otter using the Transformation Scroll Morio gave you;

※ Be aware that if you walk around Papuraora NPC Knowledge Island
in an Otter form, you can be attacked by the guards.
