[O'dyllita] A Suspicious Pact

Objective
After reading a few pages of Oliver's exploration notes, the Black Spirit NPC Knowledge tells you to bring the notes to Oliver Bedmountain NPC Knowledge who may be somewhere around Salun's Border.

...I shall continue to flow deeper and deeper,
until I have embraced all the unfathomable pain and sadness of your people.
Okiara NPC Knowledge, the ancient spirit of Kamasylvia, took in the Gyfin army,
who were strangers to the land, in southern Kamasylvia.
She led the army by borrowing the eyes, ears, and mouths of the Tooth Fairies
for the Gyfin army to establish a base in the promised ground.
But as soon as Okiara returned to nature's embrace as the ever-flowing river,
the Tooth Fairies came up with a new contract:
Kamasylvia will no longer interfere in Gyfin Rhasia matters,
nor will the Gyfin Rhasia leave their designated area.
The Tooth Fairies could relocate the Gyfin Rhasia army,
and the contract would be in effect whenever the Tooth Fairies so desired.
As they signed this contract, the Gyfin did so under one condition:
to have all of their memories erased.
Did the Gyfin truly, voluntarily make that request?
Even to have all memories of their beautiful songs erased?
Why haven't the Tooth Fairies shared the powerful Gyfin army
with the daughters of Sylvia, those who have their blessing?
Heh... In a way, this pact makes no sense.
Could it be that those stone cold ancient weapons, in fact, have a heart?
