Objective
Serazad says you need Shakatu NPC Knowledge's permit to own a Miniature Elephant NPC Knowledge. Pay the registration fee of 300G to Shakatu, receive a permit, and report back to Serazad.
Give 300G of Gold Bar or 30 million Silver to Shakatu NPC Knowledge and get a permit to rear an elephant;

Adventurer! You've certainly heard about the Miniature Elephants.
They are a rare catch even here in Shakatu NPC Knowledge's Territory where world's rarest stuff gathers.
But, I'm afraid to tell you that we don't just let anyone keep a Miniature Elephant NPC Knowledge.
They are endangered and we need to protect them.
If anyone just HAS TO have an elephant,
then we offer a qualification exam that one has to pass in order to own an elephant.
First thing on the list is to get a rearing permission from Shakatu.
The permission costs... quite a lot. It's to see if you have enough money for an elephant.
