Lady Norma, member of House Leight, explained there are still unfinished tasks from the Xian Merchant Guild. Lady Norma said Povios NPC Knowledge will look after Isobelle and asked you to head to the Anti-Troll Fortification to carry out your next task.

I'll inform the Fortification and the Kalis Parliament that you're going.
First, find Andre Vidal NPC Knowledge at the Anti-Troll Fortification.
He'll listen to you if you tell him you're there to deliver goods from the Xian Alliance.
Once the business is done, find Enrique Encarotia NPC Knowledge of the Kalis Parliament
and tell that you've come on be half of the Xian Alliance.
Enrique is the one who raised House Encarotia as it is now,
and also happens to be Isobelle's father.
He won't deny you entry,
especially to an outsider who saved his daughter's life.
