**Dowan**

The Chief of Hanji County who is often told that he looks older than he is, perhaps because of all that he's been through. 
In his youth, he made strenuous efforts to enter the Martial God Tournament to no avail because a man born with the roar of a tiger took his place as a participant. Later on, he acknowledged his defeat and became close to the worthy opponent. 
Although he couldn't join the Seoryeon Corps, he kept watch over Hanji County and led the trainees, eventually becoming the Chief of Hanji County.
His biggest concern is that his son Ondal hasn't found a wife yet possibly for the reason that he's too nice.
