Hill with Howling Winds

Quest Text Various books fill the lord's bookshelf.
Most of them seem to be historical records.

Summary "Have you ever heard of a wind so fierce it could tear one's flesh from their bones?
Of a wind so fierce that terrible bolts of lightning spew forth from it?
There exists a hill ravaged by just such wind and lightning.
But this author wonders who could wield a might such as this?... (Omitted)"
Oh! I've also read that book!
The one about a hill with howling winds, right?
I always thought a hill like that would be perfect for "Dragons"!

A small kid like me would easily be blown away by winds like that,
but I bet even a big Dragon would have no problem soaring on those winds!
Could the hill of howling winds be this paradise for Dragons?
Anyway, I need to run! I've been gone for too long!
