to take away our supplies, and they're having much difficulty in transporting them.

There is something weird about the supplies other than the Trolls. 
What we receive here are not exactly the same as what were released from the supply base. 
It's not just that the qualities are low but also, the quantities are different, too.
I think we need to tighten the control but,
it's not easy with those wicked Trolls.
