Objective
According to the Atui Detached Force, the only way to delay the Nagas' plan without any support from the central force is to strike them while they are unprepared. Go to the Desert Naga Shrine and defeat the Nagas.

I know we're running out of time,
and I hate to say this,
but the Capital Defense Force cannot send any support right now,
due to the invasion attempts by the outlaws of Muiquun.
However, I believe there is a way to prevail.
We can strike the Nagas before they are ready.
We will not be able to annihilate them,
but we can at least significantly delay their plan.
