Jarette said there's some kind of secret about the Old Moon Guild taking the Serendian soldiers to Oquilla's Eye. Go to the tent Jarette mentioned.

or Serendia was just lucky.
Serendia expanding its territory to Oquilla's Eye
is all part of Lord Jordine NPC Knowledge's plan for the nation's prosperity.
I don't know the details but Lord Jordine
made a secret pact with the Old Moon Guild.
There's a red book on the bottom of the bookshelf in the tent over there.

I don't know the Old Moon Guild well enough,
but I trusted Sir Jordine NPC Knowledge and sent our soldiers.
But receiving a letter like this...
