It seems like Rahel Anton NPC Knowledge's testimony and the evidence you managed to gather weren't enough to persuade Kunga. An eyewitness to the events that led up the Shultz's death might be able to shed some light on the truth. A prisoner taken at the time might be able to provide an eyewitness account of events.
