Barhan Nesser NPC Knowledge thinks Sahazad is too frightened of the outlaws at Muiquun and Pila Ku. He wants you to defeat some outlaws to show that they're not a group to be feared. Defeat the prisoners in Pila Ku Jail and bring back their mementos.
