Objective
According to Tranan Underfoe NPC Knowledge, a refinery is a core requirement for any type of processing.
1. Open the World Map ("")
2. Select an available house that can be turned into a [Refinery] ([Velia 3-1] is recommended)
3. Select [Refinery]
4. Purchase (Requires 1 Contribution Point and 500 Silver, and takes 5 min to finish)

In a refinery, you can produce Black Stone Powder Knowledge Item,
which you need for all sorts of processing.
It's not incredibly complex.
