The Fake Cultist NPC Knowledge said it's hard to decipher the secret document, but she has an uneasy feeling because of Kzarka's emblem on it. Get Cultist Blood, go to Serendia Shrine, and meet Hakkon NPC Knowledge.

It's hard to decipher it one hundred percent.
I found one thing though; there's a clue about Kzarka.
This is the emblem of the Kzarka temple, for sure.
