Objective
Old Man Mansoo NPC Knowledge doesn't seem to want to talk about Sangoon NPC Knowledge. Going to the Tigerslayers Base is the last resort. Scatter some green plums to lure out the Changui, then defeat them while the Tigerslayers are looking to be accepted into the base.
