I always see these little spirits quietly crying.
When I try to go and comfort them, something always seems to get in the way.
Then, these black spirits with beady red eyes
would appear out of nowhere and chase after me.

That place is infested with Goblins. It's too dangerous.
But... if you still want to go to Ehwaz Hill,
I suggest that you talk to Grusha NPC Knowledge first.
Don't let his appearance fool you.
