Objective
Queen Brolina says she will grant you the right to travel Kamasylvia regardless of your position as the Delegate of Calpheon if you agree to her proposal. She asks you to take a look around Lake Flondor.

I won't blame you
if you return to Calpheon right now.
If we ultimately fail to
revive Kamasylve's Light, so be it.
However, if you could find even the tiniest lead that might give us
a hope to return Kamasylve's Light to us,
I, Queen Brolina,
will grant you the right to travel Kamasylvia freely.
When the clear tears flow as we face the Spirit's sorrow,
the light from the lamp of Atanis will lead the dark, moonless path.

After all, you're the only one who can break the seal
to read Catherine's Journal.
If you agree to my proposal, could you go to Lake Flondor?
It used to be Catherine's playground.
Alas, for me, it's a place I go to pray for her soul.
