Objective
Suna Lise NPC Knowledge says without a basic understanding of the Helms, diplomatic options are off the table, let alone winning in combat, and asks you to learn about the Helms.

For diplomatic reasons, we were ordered to not cause even a dent on their steel helms.
Yet I believe we've waited long enough.
Day by day the number of reports regarding their incursions continue to increase.
But we have no intel on their numbers, none at all!
Adventurer... if possible, go gather some knowledge about the Helms.
Such knowledge will help us strategize and prepare for future raids.
