Storage Keeper Deve said that the chest from Maudi Budar NPC Knowledge has some sort of spell cast over it to keep it locked. He said you should speak to Sracy to learn how to open it. Go to Soldiers' Cemetery and find Sracy.

This chest wasn't made by humans... It belongs to the Barbarians.

Try going to Soldiers' Cemetery and talking to Sracy.
She's an elite sorceress who's investigating some strange activity there.
Apparently the dead have risen from their graves! She might know something about this chest.
