Let's see, the document says,
"They came from Margoria under the silver moonlight.
The arrows made of the waters of Margoria extinguished our fire
and their massive mountain have ruined the sea.
They sang a Song of the Deep Sea which caused confusion and chaos among us
and their silver spears destroyed our paradise.
Silver demons left behind strange markings,
probably to signal a greater demon to come join them.
As a result, we have...

We request that Padix Island...
(The end of the document has been ripped off,
but it looks seems that the letter was addressed to someone on Padix Island.)

Based on what I've read, it also looks as if it was supposed to be sent to someone on Padix Island.
