Objective
Although she lost the kite due to her carelessness, Haeran NPC Knowledge still believes that the kite can be retrieved. Search for the kite somewhere around Oquilla's Eye.
Swim near Oquilla's Eye and find Kite of Ratt;

Flying the Kite of Ratt not only attracts customers,
but also brings peace to the people. I'm most devastated by this loss, mind you.
Sigh... No, no. Gotta think happy thoughts...
The kite was made with special material by a talented artisan,
so it shouldn't have been destroyed so easily by the waves.
What I mean by that is that there still is some hope that the kite remains salvageable...
You've navigated the entirety of these open seas, haven't you?
Does that mean you're quite the swimmer, diver, or plain good in the water, right?
Would you mind heading to the sea and see if you can find the kite?
It might be in a place not too far... I hope?
