Objective
They say the pirates' plunder journal can be found somewhere unexpected. Obtain the journal and go to the place Gruntie mentioned to plunder the Gray Fog.

Plundering the Gray Fog isn't just to harass the pirates.
Their plunder journal is on that ship, and obtaining that is our main goal.
It turns out they weren't keeping the journal
somewhere deep inside a cave.
They had it with them all along.
We found this out thanks to Captain Shilly NPC Knowledge and Nemonia NPC Knowledge's hard work.
Here is where the Gray Fog will be anchored.
This is the perfect time because it's the pirates' festive season.
How did I know?
I've been doing some undercover investigation!
Everyone will be out to enjoy the festival,
but the Keeper of Keys will stay on board.
Give
Kanpacho's hard liquor to the Keeper of Keys,
and fill the container with
Stella's strange powder.
When they move the container to their den in the morning,
they'll be shocked to realize that their journal has been stolen.
The most important part of this plan is obtaining the journal
because it'll tell us where they obtain their resources.
Once you have the journal, you must go to Delphad Castillion NPC Knowledge,
the Military Representative of the Kalis Parliament.
