Objective
Prince Leonardo NPC Knowledge was known for being able to make the lazy raccoons do his every bidding. Remember the secret to controlling the raccoons, then seek them out.

Bring some Chicken Feed NPC Knowledge Item to the raccoons loitering on the rooftop;

We often cook up some hens as a reward for their hard efforts,
and yet, they're always so bad at following orders...
Even today, a bunch of them skipped out on work and are loitering atop that tower.
The prince and that young woman were experts in manipulating those raccoons.

Anyway, as far as the smuggling incident goes, things died down quite quickly after it.
The details elude me, but no one seems to consider it much worth remembering.
Either that, or they were able to keep everyone involved quiet about the matter...
Rumors say the prince and his companion were searching for some miraculous seed.
Apparently a seed that could "bloom even in the midst of the Black Death NPC Knowledge Item," or something?
(Suddenly I'm beset by another flashback... a refugee camp... wiped out by the Black Death...
My younger self had expressed a desire to restore this camp to its former, livelier version.
"It's as good as done. When you return, you shall witness the small hope I shall restore."
I can still hear the determination in his voice resound from the depths of my memory.)
