You tried talking to Tarima NPC Knowledge, but he seemed too busy looking for a deserter. He said that the unknown creature Fabian NPC Knowledge saw was probably a giant angler Knowledge Item fish. Tarima mentioned that there are many guards at Tashu Island and one of them might have seen something.
Go try Tashu Island.
